Over the next two years, the schemes will add 334km (208 miles) of cycleways to Ireland's National Cycle Network and is designed to "create a more cycle-friendly culture".
The investment follows a commitment outlined in the programme for government, which is to continue the National Cycle Policy Framework.
A number of route types are to be delivered - including on-road routes on rural and former national roads and off-route routes along former railways and canal towpaths.
Kelly said: "Given the outstanding success of the
Great Western Greenway I am certain that the investment will provide very welcome and long lasting economic benefits in the areas concerned."
