Plans to establish a US$80m (£49m, €56m) civil rights museum in Jackson, Tennessee have been put on hold indefinitely.
A site for the museum was chosen back in March 2008 but since little progress has been made despite a number of meetings between city officials.
A spokesperson for the project said that the prolonged planning process has been caused by the "slumping economy".
The proposed site for the museum is the city's Tougaloo College campus, which served as a safe haven for those taking part in the Freedom Riders movement.
The museum was originally scheduled to open to the public by 2012, but that is now extremely unlikely due to the lack of progress.
