Lancaster City Council and Lancashire County Council have reaffirmed their support for a vision to transform Lancaster Castle into a new tourist attraction.
In 2006, the Lancaster and Morecambe Vision Board held a consultation that backed plans to turn the historic property into a major attraction capable of attracting private investment.
In a joint statement, the councils said: "This would be a highly valued development for the historic city of Lancaster."
